Issue Description

The Summer 2024 issue of CISS Insight covers a diverse range of security and strategic issues. The five research papers published in this issue explore themes with significant implications for global and regional stability. The first paper contends that despite the strong partnership between the United States and India, India’s tendency to hedge its bets renders it an unreliable ally for the US. It suggests that the US should adopt a balanced approach in its South Asian strategy by strengthening its relationship with Pakistan. This recommendation is based on Pakistan’s pivotal role in regional stability and its potential to serve as a reliable partner within the evolving global geopolitical landscape. The second paper analyzes the transformative impact of Artificial Intelligence (AI) in military applications, particularly addressing the security risks related to Lethal Autonomous Weapon Systems (LAWS) and the need for ethical, legal, and strategic approaches to responsibly manage these advancements. The third paper examines the impact of Indian films during Prime Minister Narendra Modi’s tenure on public perception, specifically portraying Pakistan as a primary adversary associated with terrorism. It analyzes how these portrayals contribute to hybrid warfare, aggravating mistrust between the two states, and undermining peace and reconciliation efforts. The fourth article explores the integration of AI in the defense strategies of Pakistan, emphasizing its potential to improve military effectiveness and address security concerns while also considering ethical and security implications. The final paper examines the long-term sustainability of the Saudi-Iran rapprochement, facilitated by China in March 2023. It identifies potential obstacles that could heighten mistrust and disrupt the peace process between Saudi Arabia and Iran. The paper concludes that the rapprochement can endure if both states continue to cooperate and manage conflicts rationally, thereby mitigating the influence of potential spoilers.

 Additionally, the issue includes reviews of three latest books: “The Origins of Victory: How Disruptive Military Innovation Determines the Fates of Great Powers,” “Why Bharat Matters,” and “China’s Law of the Sea: The New Rules of Maritime Order.”
