Issue Description

The Winter 2024 issue of CISS Insight Journal discusses a wide range of contemporary national, regional and international strategic issues. It provides an in-depth analysis of five scholarly articles and critical reviews of three latest scholarly books. This edition covers a diverse range of topics with profound implications for global and regional stability.

The first paper Iran’s Nuclear Program: A Contentious Discourse,’ contends Iran’s strategic nuclear policy, focusing on its pursuit of latent nuclear capabilities within the NPT framework while navigating external pressures from Israel’s regional ambitions with US support. It highlights how these factors shape Iran’s nuclear trajectory and analyzes its noncompliance with IAEA regulations as a signal of ongoing strategic deliberations.

The second paper ‘Indo-French Strategic Symbiosis: Implications for Strategic Stability in South Asia,’ analyzes the Indo-French strategic alignment, examining how this partnership strengthens India’s assertive military posture through advancements in nuclear-capable platforms like the Rafale fighter aircraft, ultimately exacerbating South Asia’s security dilemmas.

The third paper Artificial Intelligence and Climate Change: Response to Climate-Induced Disasters in Pakistan,’ examines the transformative role of Artificial Intelligence (AI) in mitigating climate-induced disasters in Pakistan. By leveraging AI-driven models and drawing lessons from global best practices, this paper provides insights to manage with the environmental challenges including floods and droughts, while identifying systemic barriers.

The fourth paper ‘Impact Assessment of China-India Strategic Competition on Security Dynamics of South Asia,’ explores the intensifying strategic competition between China and India, with a focus on how their overlapping geostrategic interests impact smaller states of South Asia, forcing them to navigate a delicate balance to maximize their benefits without aligning fully with either power.

The final paper ‘Pakistan’s Cybersecurity Landscape: Information and Communications Technology Readiness, Challenges and Opportunities,’ provides an in-depth analysis of Pakistan’s cybersecurity landscape and sheds light on the vulnerabilities of the state in the face of growing cyber threats. The paper evaluates Pakistan’s Information and Communication Technologies (ICT) readiness, ranks its global cybersecurity standing, and offers comprehensive recommendations for improving its resilience against evolving cyber challenges.

In addition to these thought-provoking articles, the issue includes reviews of three books: one is ‘The Unfinished Quest: India’s Search for Major Power Status from Nehru to Modi,’ second is ‘Indian Ocean as a New Political and Security Region,’ and the third is ‘Brave New Words: How AI Will Revolutionize Education (and Why That’s a Good Thing).’
