Abstract

Ensuring physical protection of nuclear material and installations is essential owing to the possible threats they could face. The international legal framework includes the Convention on Physical Protection of Nuclear Material and Facilities (CPPNMF), the United Nations Security Council Resolution 1540 and the non-binding IAEA Nuclear Security Series documents. On the national level, PNRA is vested with the responsibility to establish a regulatory framework for physical protection. The National Authority has promulgated regulations on Physical Protection of Nuclear Material(s) and Nuclear Installations (PAK/925) which are consistent with the recommendations of CPPNMF, IAEA Information Circular 225 with its latest revision 5 (INFCIRC/225/Rev.5 as well as best practices adopted by the international community. This paper provides a regulatory perspective of physical protection of nuclear material and nuclear installations in Pakistan and recommends implementation of relevant legislative and regulatory measures.
